Subject: - Regarding giving guidelines for conducting online admission in Std. 1 free of cost in non-subsidized private primary schools in the academic year 2021-22 under RTE Act.

Pursuant to the above subject and context, to state the procedure for admission of children belonging to weak and disadvantaged groups in non-subsidized private primary school in Std. Provision has been made by the department with the resolution dated 6/7/2021.

Therefore, the following instructions are given for free admission procedure in Std-1 under RTE in the academic year 2021-22.

(1) R.T.E. An advertisement has been published in various Gujarati newspapers on 20/09/2021 for admission under. A copy of the said advertisement as well as the resolution of the education department has been sent to you by the office here, which you are asked to study in detail and implement strictly.

(2) The date for filling online form on web portal https://rte.orpgujarat.com/ is from 9/06/2071 to 05/04/2021. Details of the documents required to fill up the online form are given in the link to the required document on the webportal. The period from 31/03/2021 to 3/06/2021 has been given to the parents to get the required time to collect this document.

(3) Children eligible for admission under the RTE Act are advised to disseminate widely in electronic print media in your district so that they do not miss out on filling up the online form.

The process of submitting the application form at the Receiving Center with the required documents during the admission process has been canceled due to the global epidemic of COVID-19. At the time of filling up the online form, the guardian has to upload the required proofs such as date of birth, proof of residence, proof of caste category, as well as proof of income (for category nos. 5, 6, 11, 12 and 13) etc. The print form of the online form should be kept by the guardian. The form filled online should not be submitted anywhere. You are asked to spread the word about this matter from your level.

(2) In order to provide guidance to the parents, a banner should be made and all the necessary information such as admission category, income limit, required documents, where to get the document, age limit, required information to fill online form, admission procedure program etc. should be displayed on the notice board of the district office and Help desk should be set up at taluka level if required. About which the district level will have to be publicized through local newspapers.

(4) To publish the details of the district office with the full address and the information of the district level helpline number in the local newspaper so that it is easy for the parents and also the details of the helpline number should be updated accurately on the web portal.

(2) Help Center / Helpline number at the district level without any delay till the admission process is completed.

(C) By DEO / DPEO from 09/02/2071 to The work of approving / rejecting all the online applications has to be completed by 10/09/2071. The DEO / DPEO will have to show the exact reason for rejecting the entry form as shown on the web portal. Do not write "Rejected for other reasons". In order to approve / reject the applications received online within the time limit, more employees / officers will have to be assigned.

(3) The Receiving Center has been closed due to the current global epidemic of COVID-19. So, a helpline has been started at the district level to help the parents. This helpline number should provide proper guidance to the parents regarding admission, compulsory uploading of required documents along with the online application as well as giving relevant guidance regarding admission. (10) To keep in view the appointment of knowledgeable staff / officers about the RTE admission process at the district / taluka helpdesk. The said employees / officers should be informed about the admission announcement, list of where the applicant can get the required documents, copy of FAQ etc. So that the problem of the applicant can be properly resolved.

(11) After allotment of online admission, the parents who reach the time limit in the schools, get the admission by giving the online admission form, admit card and other necessary supporting proofs to the schools, the schools have to inform in advance by letter for immediate admission. The verifier of those schools should be in touch with the schools and parents after allotment of admission and instruct them to complete the work of confirming the admission in time.

(12) RTE of your district. All the required information of all the non-subsidized private primary schools eligible for admission will have been accurately uploaded on the web portal. Also, the certificate of 100% of the schools eligible for admission under RTE has been uploaded and the certificate will have been submitted on the web portal. However, if any school information is left to be uploaded, it is asked to complete this work in day-3. For example, if a school is closed, there is a need to add a newly approved school, there is a need to add details of a school that has received an increase in class, there is a need to make an amendment to a school board / medium type (boy-girl-mixed), school relocation, etc. In day-3, the correction work will have to be completed by keeping in touch with Index B. If any question arises in the entire admission process regarding this operation, you will be responsible for it. Of which special note.

(12) When adding a new school approved for the current year on the web portal, the number "O" in the column of RTE Seats and 50 "in the column of NON RTE Seas should be shown to show the intake.

Also, the number of approved classes will have to be added in the STD 1 CLASS column in the schools which have got Std-1 class increase this year. In this case the number of columns of RTE Seats will remain the same. And in the column of NON RTE Seats, the total number of classes of Std. Then the school information has to be updated by checking the numbers in the intake column. Of which special note.

(13) Under this admission process, all the admissions such as helpdesk center, verifier, school related work, approval-rejection of applications received online etc. are asked to be completed in time as per the rules.

(12) As the process of obtaining copies of online applications at the receiving centers has been postponed in the current year, all the required documents uploaded along with the online application by the applicant will have to be properly checked online at the district level and approved.

(12) R.T.E. The timetable for admission procedure has to be completed within the time limit as per the time posted on the webportal.

(12) Verifier, Help Desk staff / officer as well as school principals will have to give necessary guidance and instructions regarding RTE admission procedure by holding online meeting through video conference from district level as per requirement.

(12) Necessary planning should be done in collaboration with DEO / DPEO / AO so that the operation of the municipal area can be done with great precision and ease.

(12) Special Note: RTE web portal still shows the intake of some schools. Which shows the serious negligence of that district. Therefore, it is advisable to immediately check the information of your district and to improve the way in which the school intake information is shown. If any question arises in the entire admission process regarding this operation, you will be responsible for it.

Academic year under RTE Act-2009: Free admission to children of weak and deprived group in Std-1 in 2021-56

The Government of Gujarat is implementing a scheme under Section 12 (1) A of the Right of Children to Fee and Compulsory Education Act, 2006 to admit children belonging to weaker and disadvantaged groups in Std. 1 free of cost as per 5% in non-subsidized private primary schools. Children who have completed five years on June 1, 2021 and have the following priorities are eligible for admission under this scheme as per the priority order.

Admission will be given keeping in view the priority, income priority, school priority chosen by the parent etc. To get admission, the child's guardian can visit the website https://rte.orpgujarat.com from 9/06/2021. Will be able to fill the admission form during 07/02/2071. All the necessary details in this regard such as what supporting evidence is to be submitted with the application, including the details to be submitted by the officer, are posted on the website. The required period is kept between the date of announcement of admission and the date of online application so that the applicant can collect the required supporting evidence and apply online within the time limit. The guardian has canceled the process of submitting the form at the Receiving Center along with the required documents during the admission process due to the COVID-19 epidemic. At the time of filling up the online form, the guardian has to upload the required supporting documents such as proof of date of birth, proof of residence, proof of caste category, as well as proof of income (where applicable) etc. The printout of the online form should be kept by the guardian. The form filled online will not have to be submitted anywhere.

 To know the status of your application, you can go to the status of the application (APPLICATION STATUS) and after entering the application number and date of birth, you can SUBMIT and check the status.

 If you have been admitted, you can click on the ADMIT CARD (Admission Card) tab and after entering the application number and date of birth, you can download the admission card of the child who has been allotted admission.

 Obtain a print of ADMIT CARD (Admission Letter) which can be obtained during the school hours along with the required documents which were uploaded from 6/08/2021 to 5/09/2021.  Otherwise admission will be canceled.
