According to astrologer Pandit Sujeet Ji Maharaj, the Purnima Tithi commences on August 11 at 9:34 AM and will remain in effect till 7:17 AM on August 12. However, the Purnima Tithi will be marred by Bhadra, a time considered inauspicious for tying the sacred thread. As per the priest, one must not celebrate Raksha Bandhan when Bhadra prevails.
Therefore, the time to secure Rakhi starts only after 5:40 PM. Although the Purnima Tithi ends in the morning of August 12, Pandit Ji suggests it is best to celebrate Rakhi on August 11.

Can we tie Rakhi on 11 August?
Although the Purnima Tithi ends in the morning of August 12, Pandit Ji suggests it is best to celebrate Rakhi on August 11. However, one may wait for the Pradosh Kaal to start as per a panchang. Traditionally, the Aparahna Kaal is deemed ideal for tying the Rakhi.
